We are seeking an experienced Senior Project Manager / Business Analyst (PM3) to support Service New Brunswick (SNB) on complex, high-visibility public service delivery systems.
This role is ideal for a senior, steady professional who is comfortable working onsite in Fredericton, collaborating with business and technical stakeholders, and leading modernization initiatives involving legacy systems, financial integrations, and regulated environments.
You will play a dual role — owning project delivery while leading business analysis activities — on systems that directly impact services used by the public
Responsibilities:
As the Senior PM / BA, you will:
Lead end-to-end delivery of complex application and modernization projects
Work closely with SNB business stakeholders to understand current-state processes and document future-state requirements
Facilitate workshops, interviews, and working sessions to elicit and validate business and system requirements
Develop and maintain project plans, schedules, risks, and dependencies
Produce clear documentation including:
business requirements
process flows
system documentation
current-state and future-state analysis
Coordinate cross-functional teams including developers, QA, BAs, and external vendors
Support systems that integrate with corporate financial and registry platforms
Ensure delivery aligns with public-sector governance, controls, and project frameworks
Act as a calm escalation point and trusted delivery lead
Requirements:
Required Qualifications
Minimum 5 years of Project Management experience on large, complex systems
Experience working on enterprise applications with multiple integrations
Strong Business Analysis experience, including requirements elicitation and documentation
Proven ability to lead cross-functional technical and business teams
Excellent written and spoken English communication skills
Comfortable working onsite in Fredericton, NB

Background working in regulated or policy-driven environments
Experience with Agile / SAFe or similar delivery frameworks
