Description:
Raven Indigenous Staffing is an Indigenous-owned, Ontario-licensed staffing agency focused on placing top technology, digital, and business talent with government and corporate clients across Canada. We are scaling quickly, expanding into the Ontario public sector, federal supply arrangements (ProServices, TBIPS, and others), and large corporate accounts.
We are looking for a high-performing, relationship-driven Recruiter / Business Manager to help grow our Ontario presence and build a strong pipeline of clients and candidates.
Responsibilities:
1. Recruitment & Talent Acquisition
- Manage full-cycle recruitment for IT, digital, and business roles.
- Source, screen, interview, and shortlist candidates.
- Build and maintain a strong pool of qualified Ontario-based consultant talent.
- Maintain our recruitment CRM (Zoho) and ensure high-quality candidate documentation.
2. Business Development & Account Growth
- Build relationships with Ontario government ministries, agencies, and Crown corporations.
- Identify opportunities within provincial vendor programs and standing offers.
- Grow relationships with Ontario corporate clients—including enterprise, mid-market, and Indigenous organizations.
- Develop partnerships with buying managers, HR leaders, procurement, and PMOs.
3. Government Procurement & Contracts
- Support our entry into:
- Ontario government staffing/vendor-of-record programs
- Federal supply arrangements (ProServices, TBIPS, SBIPS, Task-Based resources)
- Help prepare RFP/RFQ responses, candidate submissions, and compliance documentation.
- Ensure all submissions meet government standards (templates, matrices, COI forms, rates, resumes, etc.).
4. Relationship Building
- Attend networking events, procurement industry events, and Indigenous business forums.
- Leverage your personal network to build new business opportunities.
- Collaborate directly with the Founder to shape the growth strategy and client portfolio.
Requirements:
Required Experience
- Located in Ontario (this is mandatory).
- 3–7 years of recruitment experience, ideally in IT, digital, business, or public sector staffing.
- Experience working with the Government of Ontario (vendors, procurement processes, or ministries).
- Knowledge of government staffing rates, templates, and candidate submission processes.
- Experience working with corporate clients (banks, consulting firms, tech companies, etc.).
- Strong client-facing skills and relationship-building abilities.
Nice-to-Have Experience
- Federal government procurement experience (ProServices, TBIPS, SBIPS, etc.).
- Existing relationships with hiring managers, procurement teams, or corporate clients.
- Experience with Indigenous-owned staffing firms or Indigenous procurement programs.
- Ability to contribute to marketing, communications, or proposal writing.
Key Skills
- Strong communication and interpersonal skills.
- High attention to detail and accuracy (important for bid submissions).
- Proactive and driven—comfortable working independently.
- Experience using CRM or ATS tools (we use Zoho Recruit).
- Ability to manage multiple tasks, deadlines, and submissions simultaneously.
